- Preheat the oven to 375°F (190°C).
- Toss the apples in a large bowl with granulated and brown sugars, flour, cinnamon, nutmeg, salt, lemon juice, and vanilla extract.
- Spread the apple mixture into a greased 9×13-inch baking dish.
- Whisk together flour, sugar, baking powder, and salt in another bowl for the topping.
- Cut in the cold butter using a pastry cutter until you achieve coarse crumbs.
- Stir in cold milk and vanilla extract until just combined.
- Drop spoonfuls of the topping over the apples, leaving some gaps.
- Sprinkle with turbinado sugar, if desired.
- Bake uncovered for 40–45 minutes, or until golden brown and bubbly.
- Cool for 15 minutes before serving.
